The cheapest I've found is:

Is there a robbins / EZON / Other reputable maker that makes a blue soft top (either this blue, or darker).

there was a gpw type s with a blue top on honda japan websites. I think it probably available for japan cars only. It is an oem blue top for that car. You might have to order that blue top from the aforementioned website or robin top. But be aware that they might not come with all the hardwares to install the top.

Well I'm just interested in doing it for cosmetics, my soft top now is in perfect condition so I'm assuming I could transfer all the necessary hardware? As far as I'm aware the blue top was available on 00-01 suzukas? That's the OEM top, but I'm wondering if there's a cheaper but still good quality option.

Robbins makes a blue top. I have one and can vouch for the quality. It is canvas which I think looks nicer than the vinyl blue which has a bit of a shine to it.
