What about T1R 70R-EM? (Not the regular 70R, which is very loud.) The -EM has a fairly large, oval muffler, and a slight turndown at the tip. With a HFC I've never had a problem with the 95dB limit at my local track. Don't know how much louder it gets with a TP, but I've heard it isn't bad (and actually is quieter in the cabin due to less resonance.)

I used to have a T1R 70R-EM single, with TP it was very pleasant inside the cabin but it was way beyond 100dB on track though (not sure on the exact number maybe 104dB).
With HFC a was a lot quieter outside, might even have been bellow 97dB. But inside the cabin it was the opposite and the drone was unbearable.
I have changed to a Milltek dual now and it's perfect with TP, haven't had any problems yet on 95dB tracks

When I first put mine on (along with a Berk 70mm cat and a PLM header) it was extremely loud in the cabin. Then I changed the gasket between header and cat to an OEM Honda one from the one that came with the header, and it made a significant difference. It's still louder inside than I'd want for a daily driver, especially at high load in low-mid RPMs, but it's really fine outside. Like I said, I regularly pass the 95dB cutoff. Of course, the biggest difference there will be where exactly a track does the measurement.
