Driving suits: Necessary? Advisable? Waste? Desired features? Budget?

For driving schools, track days (John Eagle at TWS), and local autocrosses.

Gloves and boots are nice, because they improve car control...

Helmet of course. Fire suit? I'd say a real roll-bar would come in much more handy

Driving schools that require suits supply them. The odds against your ever needing one in non-racing situations are rather high, I would think. (Just MHO.) Driving shoes, a good helmet and driving gloves will certainly eat up enough of your money.
