I think modification points should be used to handicap drivers inside their class as well. Right now they're just used to separate the classes...but the difference between someone in production w/ 100pts and someone w/ 199pts can be a big difference in the car's ability.
As it says in the classification docs, the points per mod reflect price, not performance. Creating a performance ranking on the various types of parts and using that to handicap the points won in each event would make things more competitive and would be more of a comparison of a driver's ability to maximize the use of their setup rather than a laptime comparison based on money spent.

i understand that the current point system is to keep the cost down. My point is that a performance classing system as a subset of the cost classification would make the events more competitive in terms of winning event points.
too complicated? it seems straightforward to me. hoosiers and spec tires are obviously going to give more gains than a swaybar...coilovers more than a flywheel, etc. just takes a little bit of thought like the cost classification did and things would be just as subject to change, like the decision to bump up hoosiers another 25pts on the cost classing.
I just think that if someone like mike schuster can come out with just some R-compound tires on his car and does a 2:13, while racer X w/ hoosiers, coilovers, and a wing does a 2:12 mike should get more credit than racer X.

I also think it would be too weird to have times show up and then to have everyone have to go and adjust for handicaps, no one would know what was going on. It's much more fun to just see who won. I sort of agree with John that this would effectively create more classes. But mostly it would be too complicated, and I'm not a flat-taxer either.
