I run both RRR and CMP and have never had to pass a broomstick test. In fact I believe those two tracks consider the factory rollover protection to be adequate.

The event organizer can direct the broomstick rule also. I was fine with CMP management, but the event organizer gave me a warning to get my seating repositioned so my helmet was below the imaginary line or I was done for the day the first time I was at CMP.
