It's okay to hit the rev limiter as long as you're not doing so for extended periods. Mechanical over-rev would be doing a money shift from 3rd to 2nd (when you're aiming for 4th) and the engine is physically forced well beyond it's 9k limit. This will potentially do damage to your engine depending on how bad you over-rev.

In that case wouldn't the 17" wheel option for AP1s also be legal since one was registered in California with them?
