Its in the rule book to wear full length clothing for most groups here too. Fortunately or unfortunately the culture here is "Please sign up for our track day. You can wear whatever you want as long as you sign up." In places like Florida there are so many track day organizations and so few people who attend events that we can get away with a lot.
