Just a thought, say you had a "street encounter", challenging someone that gets upset by your behaviour. You "win", tires squeeling and exceeding the speed limit. You report your "kill" in this forum, which the other guy somehow knows about. He prints your story and reports the incident to the police.
Now for the lawyers in the house, would this be enough to get you convicted for reckless driving or some similar offence?

I think a similar thing happened not too long ago in New York. The guy had a vid cam running when he hit 160. The evidence was used, maybe because it was in the car.

Whos to say where exactly your at when these occurances happen? Whos to say your not at the salt flats topping out your car? Whos to say your not at a sanctioned legal event racing? Whos to say your in US period when it happens?
