Fedex has large boxes that will fit x2 wheel and tire, depending on quotes fedex, or greyhound bus to Canada.
I had a complete set of Volks and tires fedex to SHIPITO.COM in Torrance Ca. from Seattle, shipito then fedex to me in Australia.

Don't use UPS, the brokerage fees will kill you for sending anything across the border. I have had wheels shipped, in boxes, from California via FedEx. The cost was about $100 bucks for 4 wheels, and this was about 2 years ago.

You want to properly wrap the tires and rims. don't ship them like this.

I had rims and tires shipped to me in Canada boxed up well, sometimes you can use two cardboard boxes to cover one wheel and tire, the tires do a good job of protecting the rim. It was expensive to ship 4 tires that way but I got a great price on the rims with tires shipping didn't bother me cost wise, they were shipped fedex as a gift and with low value and duty costs were low.
