Dealer Secretly Damaged and Repaired Bodywork?!
Edit: the plug is normal. This was a non issue. I did search online for photos for the record but didnt see the plug.
I don't know if this is the right place for this or not but here it goes.
I had a few small dents removed this weekend and the tech told me "whoever did your last paintless dent removal (PDR), did a horrible job"
I replied "I've never had PDR done." and he said, "yes you have, I'll show you" and then pointed out the areas in question including a hole drilled under the hood with a plastic cap in it.
I don't ever remember this cap being there so I don't know if it's new or not but it looks pretty new. I do know for a fact they damaged the hood because they left a dent in the hood from the inside out as if they shut the hood with a tool still in the engine bay. I'm thinking they did more damage than that but fixed the rest of it.
I guess the question(s) I have are 1) is this plug from the factory? and 2) how do I deal with the dealership?

Seems the mystery plug has been solved.
I'll add that my father in law does PDR for a living and it is not unusual for him to be called in to a dealer or be asked by one of the mechanics for a repair caused by "an accident" and it is usually in a rush so they can deliver the car back to the customer on time wihout them knowing.

I think this maybe a "bumper" device. When you close the hood, the rubber plug aligns with the flat molding of the radiator (next to yellow arrow). Prolly there to prevent metal vibrations from the hood passing into the plastic radiator. While adding support to the hood, on bumpy roads.
Amazing a shop would go to the lengths to say it a body-work plug. I never seen one of those... shall we say fantasy items.

The holes that get this plugs are usually meant for draining primer in the factory after the raw part get his bath in primer, but it makes no sense in this spot.
Transport hook in the factory?
