If by fumes you mean 3+ gallons of fuel, then yes, the last 3 bars are fumes.

Yes, those bars go away rediculously quick, but its lying. There is way more fuel than the gauge tells you at that point.

The gauge is only accurate when it shows full tank. Any other reading is not accurate. 3/4 bars is not 3/4 tank, 1/2 is not 1/2, empty is not empty (well, eventually empty is accurate...)
