Concealing a repair, repaint, or replacement of a particular panel/part by having a replacement VIN sticker made and not disclosing pertinent information, is clearly fraudulent from a moral perspective at the least. However, wishing to identify all the parts of a vehicle to the one VIN number can have a perfectly valid reason from a theft/parting out issue. Disclosure on the sale/transfer would still be desirable.
