I just did the throttle cable on my '02 and it was a fantastic change. So much better feel!

When the factory assembles the car the throttle cable is loose (has a play). If those bolts come loose from milage it would be very little change. The bolts lock eachother into place so they should not come loose.
Actually, cables do stretch a little with time as the strands settle into each other.

It's just like brake and shifter cables on a bicycle. After some time, adjustments need to be made to compensate for the stretch.
