Default buying 2000 s2k need some help

i went to see the car today its a 2000 s2k with 149000 miles looks to be bone stock in decent shape silver (dark silver) clean title 3 owners
driver fender and rear bumper was repainted and needs a new soft top and some other minor cosmetic things

i cold started it seemed good besides needing valve adjustment and vtec solenoid oil leak
but when i went to test drive it the car felt super sluggish like i was flooring it and it wasnt going anywhere it felt like clutch slipping but the RPMs werent climbing either
then it started overflowing into coolant tank so we pulled over went back to his garage
but the temp stayed dead at half on teh gauge
i didnt rev high at all maybe around 3-4k since it wasnt going any higher lol
found out the radiator cap pressure seal broke off( the smaller center part of the cap) so it wasnt building pressure
then i hooked up my scanner and got only one code 23-1 (autel maxidas) problem with engine speed signal circuit

im gonna go there to test drive it again tomorrow after he replaces the cap and adds coolant
i need some help to figure out if its something thats gonna cost me lotsa money after i buy it or something simple

This thing sounds like a mess, I would pass on this one.

Get the P code (Pxxx)

The code you listed may be valid, but it is not widely recognized. It is also broader range code and will lead you nowhere.

there were no other codes besides that
its aps code 23 which probably wont show up on a refular scanner either
im ok with doing the work just as long as i dont have to replace original motor it will be ok i really cant tell if s2k is that bad on low rpm or something is wrong lol i mean single cam civix pulled harder than that so im assuming something is not working
but without the codes it could be many things.
what would be the usual suspects when very sluggish and no codes?

Get a scanner that can access the P code. P codes exist anywhere there are any codes.

he could be running bad gas, bad plugs, dirty air filter, maybe the clutch is indeed slipping. low compression?

i would do a compression check on that.

Unless you are getting a crazy good deal or if it was super rare I would pass on it. Do you have your heart set on it?
