The cat-back exhaust system is only there to direct the gases and quiet the noise. The cats are where the emissions are cleaned up so if you have not changed those you should be OK.

so what about test pipes? will they pass smog tests even tho you dont have CEL? my O2 sensor has the spacer for it not to throw CEL.

That looks like vapor, not smoke. Probably just from the weather or possibly condensation inside the exhaust. Obviously it could be burning some coolant but you would be able to clearly smell that. Was this video taken after the car\exhaust had been sufficiently warmed up?

Also, FWIW when I had my '00 smogged here in AZ, they didn't even use the sniffers. They just plugged into the obd port and ran it on their dyno. Not sure what they do in Cali but I would guess that as long as you don't have a CEL you should be fine.

in MOST any state, if your car has obdII then they just hook up to that and check the lights/mirrors/windshield/tires ect and if you have the cel fix you're good to go

if they have a reason to put it on a lift they'll see the pipe, or if you're in someplace crazy like cali they're all insane about stuff there so who knows, but most places don't even check if the obdII reads fine.

no, the car was not warmed up at all, actually the car had not been turned on for a week or maybe longer. also, the gas is pretty low right now. i'm not really sure if that had anything to do with it. thanks for the help.
