Yes i've dump fuel out the rail after priming, I tried swapping injectors and so I know the rail is full of fuel. I also hear the relay at Key On.

I agree here 100% I believe there is some sort of timing problem. I've verified TDC with a socket extension with the white mark on the crank pulley, lined up the chain gear with the cylinder head, and lined up the cam gears by their marks. I don't know how else to verify timing.

My 2.4L was using ITBs with only a TPS tuning. Running ITBs let me remove a bunch of stuff which I've put back on maybe incorrectly? The ECU is not showing any fault codes at Key On or during cranking.

The map sensor was never plugged in running the ITBs. The CTS is reading 78F which seems about right given ambient temps. I am using a aftermarket TPS that reads 0.5v at idle which I've clocked to about 6% TPS in the ODB2. I bought the wrong air temp sensor and its currently reading 137F but I've swapped in the OEM air temp sensor and that didn't make any difference when it was reading 80F.
