Noise Diagnosis from rear tire

So a little background: about 2 years ago I took my car on a road-trip to Canada, which was amazing. One problem: this noise starting occurring within the first 100 miles. My car was fully loaded with all the camping supplies and everything for the trip. Along the way I tried to get this diagnosed with multiple places to no avail. This was due to the sound going away as soon as the load is taken off and it is put on stands. The noise is speed dependent, seemingly transmission independent (occurs both in gear and in neutral), and coming from the rear left tire area. It usually started to be noticeable after slowing down past ~25 mph and after the car is warmed up. After no successful diagnostics, I had the wheel bearing replaced and it fixed the problem.. for six months. Then which I went back and they replaced it under warranty. Then about another 6 months after that, the noise began again. I took it to a different shop and had the wheel bearing replaced, although they said the bearing looked fine. This fixed the problem for two weeks, until it started again just today. I have been trying to figure this out for the last two years on and off and I can't seem to find the cause. I believe it started soon after I had my suspension replaced, with OEM set-up. Everything is stock.

Has anyone else experienced this? I have read of wheel bearing problems, which this doesn't seem to be. Or at least there has to be some underlying thing causing it. What should I look into? I have had tires, hubs, rotors and brakes replaced (unrelated) since it started which hasn't changed anything. As far as I know, nothing is bent.

I have a pretty terrible video attached. If needed I can have a better video up soon.
