Are you getting the EPS 23 code?
EPS 23 is what I am getting from the Snap On tool as well, and it is "A problem with the engine speed signal circuit" for my 06.
I am not sure if the codes are different for ap1 and ap2.
I have no steering problems at all tho, it throws the code when I let the car slide.
I think your only problem is resetting.

I did reset everything including "VSA Sensor Neutral Position Memorization"(codeTC 84)
I was not able to do it with Snap On tool, I used a made in China tool and it did the job.

Name of the tool is Launch x431. Unlike snap on diagnostic tool this one allows you to clear the codes and reset everything.

I am 100% sure that factory Honda tool can do it, ask your buddy for help.
It takes less than 2 minutes to do the reset.

I have a rss light on and ran the code came back with a 10-1 not sure what that code is for on a 2001 s2k ape but i did replace the seat belt tensioners, sirs module and air bags in the car and this rss light maybe part of my steering problem.
I brought the car to honda and say i need a new rss module, steering rack and torque sensor. Which i have 2 more torque sensors but not sure if this rack is bad or not.

ANY HELP on my issue of reseting the torque sensor and fixing my rss light would be helpful?

I hate just buy and throwing parts at it.
