There were a couple of threads on this subject a few months back. Some folks were having a similar issue as you. When they took the slack out of the throttle cable, the idle didn't dip down as low and in some cases, got fixed. They also noted crisper throttle response and action. This adjustment was doable at the end of the cable near the throttle body.

Could you please explain how the OBD-2 scanner helped track the problem down? I mean, what kind of info does the scanner provide that would help with this problem?

You could try going to a tuning house. They might be able to track it down.
