ran low on oil and killed the engine, what are my options

I'm currently running an HMotors engine. Pretty straight forward swap since you use your old wiring harness and ecu. Started up no problems came well packaged and looked super clean.

Update : yep, engine is dead, it spun a bearing.
Now I have some questions about the used engine route.
I live in Los Angeles, does anyone recommend someone that could swap a used engine over for me? Any idea of general cost I'm looking at here for labor?
If I go with an AP2 engine, running on the AP1 ECU, will it pass CA smog?
If I go with an AP2 engine and run the AP2 ecu, what exactly do I need to do to get the key programmed / immobilizer working? Do I just take the new ECU and my key to the dealer? Or does the whole car need to be towed there after its all done being assembled?
Now I have some questions about the used engine route.

yes, you can pass smog with ap1 ecu.
