The tct uses oil pressure to put the correct pressure on the timing chain. A loose chain will make the exact ticking noise it sounds like op is describing (which as billman pointed out, sounds nothing like the high pitched squeal made by the starter in cold weather).
To me, it sounds lile an issue with low pressure on initial start. Like all the oil has drained out of the system, and it takes a swc for pressure to build. Its worse when its cold since oil is thicker and slower.
So my bet is on the oil filter. Like maybe the bypass is stuck open, so lets oil drain back to pan when shut down.
How long since last oil change? What brand of filter?
An oil change sounds like a cheap thing to rule out. I would try that.

TCT, starter, cold piston slap, broken cat all have been recommended, and all 4 sounds are nothing alike.
Just shows how worthless these noise threads are without a sound clip, which can easily and instantly identify all four.
