well i changed my oil and filter ..... for the first 15 minutes the car was driving back to normal but then the rev limiter went back to 6000 instead of 9000!! ...... so the oil level wasnt the issue i guess ... any suggestions??

Sounds like it may be related to the filter.. maybe a loose filter. VTEC depends upon oil pressure not oil level so your symptoms indicate a pressure problem. Most of the time in problem determination the first thing you look at is the last thing changed.. your filter.. or maybe you knocked loose the connection above the filter.

which filter am i supposed to check? the oil filter or the intake filter?? .... my oil filter was changed today .... or is it some other filter alltogether?

listen for any vacuum leaks and inspect all your hoses.. When i had this issue it was the oil level. Im purely guessing but have you ever changed your fuel filter yet?
