I don't understand your question though. The steering wheel is mechanically connected to the wheels. If the steering wheel is rotated, the wheels must move in that direction.

I think they are talking about the wheel will be aligned properly up until 30kph, at which point it drifts left and the car continues on the same path. I would be looking for significantly worn bushings.
