Pps or TPS? If it's the pedal position sensor, there's a throttle cable attached to it.

The black box thing you are describing is an electric motor with some additional control components, including a TPS.
I would observe the throttle blade while someone was in car pushing the accelerator and see if everything seems to move freely.
The numbers you mentioned seems reasonable but hopefully some DBW owner could confirm them.
As for the sound it's hard to tell, maybe it's just some coil whine?
Search youtube if you don't know what it means.

That sound is normal. It's the servo applying torque in both directions at the desired angle to keep the throttle plate steady.

You can manually move the APP from the engine bay (remove black cover 10mm bolts I think) and observe the plate moving. Confirm the plate opens as horizontal as possible and that the value for the throttle plate when actuating via the APP in the engine bay or accel pedal from the cabin is the same. If not, you may have to adjust the preload on the cable like a traditional throttle body but you'll have to do it at the APP.
