Well, it is considered a referendum on how Trump is doing as President. You are correct that he is still in office - until at least 2020. The US gov't has three branches - the judiciary (courts), the legislative (Congress) and the executive (President). They provide checks and balances to each other, at least in theory. The judicial branch just had a very contentious appointment process of Kavanaugh to the Supreme Court. The Court is supposed to be independent in its deliberations but there are conservative and liberal members. Kavanaugh is a conservative, thereby giving the conservatives a majority on the Court.
The Congress is what is being voted on today - all House of Representative members and some Senate members (1/3). House members hold office for two years, Senators for six. The big issue is whether the House of Representatives and Senate will change majority to the Democrats. Most polls indicate that the Democrats have a good chance to retake the House, but a much slimmer chance of regaining control of the Senate. So a very important election. Voting is very heavy which is unusual for a midterm election, but it has been a very unusual last two years.

Yes, I voted at the senior center about a mile from our home. The lines were moving very efficiently, and I was in and out of there very quickly.
(I'm one of those old-fashioned people who likes to vote in person on Election Day, rather than voting early or mailing in a ballot.)
My hubby, goblueS2K, is taking a vacation day today, and he is working at the election polls, as he has done every election for probably 10 years or more. He mailed in his ballot several weeks ago.

I voted yesterday -l no longer vote too early. I was burnt during the last elections when last minute information would have made me change my voting option.
