Don't complain. My tax software not only has that but now the IRS insists upon multi-level authentication. Every time I go into my tax software I get a text message on my phone that I have to respond to. If I don't respond within 15 seconds I have to go through the entire process again.

So, in order for me to open the tax software I have to enter a password (which has to be changed every 45 days). If the password is incorrectly type in I have to go though that routine of cars, crosswalks, storefronts, etc. Once that's done I get to enter the password again. If I get it right, I get a text to my phone which I have to reply to. Once I get all of that right, and I'm in the software, if its inactive for 15 minutes I get logged out and have to do it all again.

The IRS's justification for all of this is that us accountants and tax practitioners have client data on our computers and that data has to be protected.

I hate the picture tests. The text tests aren't quite as annoying.

That's different. That's two-factor authentication to prove that you really are you. The "prove you're not a robot" isn't for authentication, it's to prove that the person requesting something is (theoretically) a human.

The two factor authentication is annoying but I tolerate it when my money is involved.
