I strongly suspect they were never utilized.
Or may they were and that became the problem. From USA Today News, "One issue with the boats is their canopies. The Coast Guard requires life jackets on boats, but leaves it to the vessel's master to tell passengers when to wear the jackets during hazardous situations. The NTSB recommended passengers not wear life jackets on boats that have canopies because when the vehicles sink, the life jackets carry passengers into the canopy, preventing escape.

The NTSB, which makes non-binding safety recommendations, has urged the removal of canopies from the vehicles to reduce the risk of drowning, but they often remain as on the vehicle in Branson.

The agency has also recommended the highway administration regulate the vehicles for over-the-road travel with requirements for passenger seat belts, while saying that passengers shouldn't wear seat belts while the vehicle is in the water."

one of the survivors stated that the captain told them they didn't need to put them on.
In Boston the Duck boats are open top and jackets are mandatory when you board.
The closed top boat looks like a death trap.

I've not heard that; today I did hear one of rescue party say how terrible it was that empty life jackets were floating everywhere.

Curiosity got me pulling out a photo when we Rode the Duck in Branson. I don't recall what year that was but it was definitely a long time ago; it was one of the longer MGA trips at the time that we took on our own. We were sitting in the very front row right behnd the driver.

Someone bought the $522M winning Powerball ticket in San Jose, CA. The richest city in the country! Maybe it was one of the poorer residents.

I went to the Larimer County Clerk's office today to change my 2007 S2000 registration from California to Colorado. It was less expensive in Colorado. I'll have to take off my beloved California license plate but the one I ordered from Colorado is pretty neat, too. The clerk told me it should arrive in the mail in 3 days. It took 3 months for the Cali plate. This, I gotta see.

^I had this California license plate on my 2005 and 2007 S2000s.

^I ordered this specialized Rocky Mountain National Park Colorado plate ($30 fee) with S2K LVR personalized on it.

^California wanted $239 to renew my registration and license plate for this coming year.

^Colorado charged me $146.80 today, which didn't include the $30 for the plate but did include fees that won't be as much after the first year.

Wow those are a lot of fees Patty! It’s funny that California is considered a car culture state but the government isn’t very car friendly.

^Thank you, Levi. To some it's a waste of money but I like having a special plate on my fun cars.

I posted this same stuff on my Facebook account where and my Cali bashing friends assumed the money was for illegal aliens. NO. It's for road and bridge repair. I don't like the Cali DMV fees and still have my 2015 Crosstour and 2005 NSX there, so I'm paying those higher registration fees, still. There are bills in the works to get rid of the new higher fees. California has a lot of roads and bridges that need repair even though they're in better shape than many states. California has way more registered vehicles than any other state. U.S. automobile registrations in 2016, by state
