is the clear coat failing, or is it mineral deposit in the clear?
If it's the later, clay, wetsand/polish, seal.

Looks like mineral deposit in the clear
Start with a clay bar and lube. Likely 90% of that will clear up, and the last 10 can be had polishing. If its good enough for you after clay, then seal it.
