Default Oily sticky Tar undercoat stuff inside rear wheelwells

I am curious as to weather other S2000's have this undercoating in the rear wheelwells. I thought the undercoating was suposed to be hard and dry. The undercoating on my car seems to wipe off with ease (touch it with my fingers and the turn all black) Plus small rocks/sand and road debris seem to stick to the inside wheelwell. Is this normal or is it some protective coating that should be whiped/cleaned off?

Actually, I believe that's the nature of the beast. The rear undercoating is soft and tar-like.

Is the undercoating OEM? Or aftermarket? Does anyone dry ice blast it off or should it be left as original? What about touch ups? Tia

OEM. This coating can be scraped off and then I have used the 3M Professional undercoating spray. Holds up good, just don't get it on paint so make sure to cover and tape anything you don't want to get that black tar stuff on.
