Could be a just a ****ed up alignment from the hit and a bent tie rod. I doubt a hit from parked to leaving would bend a control arm.

Either way sucks, hopefully the guy gets what he deserves

Disconnect the battery for 10-15 minutes and then start the car back up to see if it resets. Either that or try and reset it with a obd2 scan tool
