I tracked them to the house they just moved out of (Rental):

He is a sloppy scammer, leaves a easy trail to follow.

So many of these pieces of crap. If he told you in any written form at all that he would not ship your stuff if you did not take this down, then file a police report. He basically just documented that he owed you something and is purposely not giving it to you. He is a dumb@$$ on top of a scammer if that is the case!

Careful with paypal. Scammers know the paypal 45 day loophole. After 45 days, paypal will not honor a chargeback. I was scammed 1200 from a guy who said it would take 4 weeks, then got me to hold an additional two weeks due to "delivery issues" and then completely began to ignore me at the 45 day mark. Once I contacted paypal around day 50, they told me I should have notified them sooner. Sorry to hear about your bad experience man, always purchase through reputable dealers.

UPDATE: Thankfully I contacted Paypal, and gave them all of the information, and they filed a claim for me. Luckily Skylarr is too f@#king dumb to check his account, so the claim went 10 days without a response, and my money was returned, but I want to make it clear that Skylarr Reed is a thief. After posting all of this, he texted me, and said if I didn't remove this, that he would never send me anything. Thanks to Paypal I got my money back. Skylarr was not involved at all.

What's the appeal going to look like. He hasn't delivered any product, even if he says he did he has no proof. I wouldn't worry if the money is back in your account

If the money is back and you are really worried, de-link your account from Paypal ... make him have to actually sue you to get paid 
But I would not worry about it like the poster above said. He has to prove he shipped the product to you.
If you do suddenly receive a package from him, do no open it without some sort of witness and picture\video proof of you doing so. I have seen instances where someone orders something, they receive a box with random junk in it (to make it the right weight) and when they try to fight payment, it is harder because the seller has proof they shipped a box of the right weight to the purchaser. Hard to prove that it didnt include the correct thing after that.
