I've never seen one of these pockets and was hoping they could be reproduced somehow. The installation sheet is all the information I have. Look at the snap on the pocket and I suspect there's a little lip on the inside bottom edge. Pull-the-Dot is a common brand of these. These are common boat, camper, and pistol holster snaps that don't pop off unless pulled in the specified direction.

shows how they work in detail. If the snap on the pocket is similar it will work the same.

The snap is not critical to using the seat back pocket. It will hang just fine on the two hooks. It's not likely to go flying off. You cannot get too much in it anyway. And if you are going to the track, it needs to come out anyway.

Does it make noise when you hit bumps or anything though?

It worked perfectly for the 5 years that I had those OEM satchels. I put in rear speakers and had to sell those satchels in favor of some custom satchels that I made from a tan messenger bag that I bought on eBay.
