People in my housing addition do that all the time!! They yell when I go by at 20 mph (in a 35 zone), but then you see them in their minivans and sport utes (with LESS stopping power) going 55 mph on the same streets!! Argh....some people....

The speed limit in all the parking garages I've seen is 5 mph.

Parking garages, parking lots, it's all the same regardless of who owns it or whether or not there are speed limit signs. You should keep it to 10 MPH or slower because in such places people are stepping out from behind cars, or pulling out of parking spaces, it's a "target rich environment" as the military folks would say. People driving too effing fast in parking lots is one of my pet peeves, can you tell?

Happened to me last week by a cop. He was stopped behind me at a stop light. I turned right and accelerated at my normal velocity. He gets behind me at the next light, and turns on lights and siren. I ask what's wrong. He asked "Why did I spin my tires and take off like that?" What!! Told him I didn't spin my tires and I just took off normal. He tells me that "Display of speed is reckless driving in NC" Goes and sits in his car for a while with my license and then comes back and says "keep it on the road." What's irritating is that I didn't spin my tires (almost impossible without dropping the clutch anyway) and I didn't even take off fast. Didn't even vtech since speed limit was 35!? Cops can be real jerks! Only thing I can think of is he was jealous of my car.
