That would be due to an account not being active at the time it was set to get the upgrade. The system, automatically, only upgrades active accounts. So if an account is registered and then hasn't been active for X days, on the 14th day when it would be set for an upgrade the upgrade would be deferred. Instead, the upgrade will occur shortly after the account becomes active again.

Your account shows PM access and the above was the case.
