Why can not upload pictures?

Default Why can not upload pictures?
I have been able to upload only on pic....the one in my sig. By the way it is not 10MB.

Any suggestions?

I can only upload and use the photogallery when I use IE, but not when I use Netscape, Is this the case?

Also I'm going to move this to Site info, and you can follow up there.
