Ron,
Honestly this has been an ongoing debate since he was given a Benetton test back in '94 or '95 ( I can't remember)
I would no doubt love to see it, but I do not think in today's world of F1 he will be given an offer.
The two things that go against are his timing, as F1 drives are currently hard to come by nowadays, due to the abundance of European talent , on the outside looking in. Wurz, Badoer, JV, Heidfeld, to name a few and not to mention the F3000 up and coming stars like the kids as Sperafico and Wirdheim.
The other factor is his weight. When he tested for Benetton, that was one of the things that FB commented on. He is a fairly large guy. Picture a guy just a bit shorter than Justin Wilson with 40lbs more weight. Yes, he's a seat fitting engineer's worst nightmare due to his size.
I think the only way he'd manage to land an F1 is if he brought sponsorship to say Minardi or Jordan. Even still, he'd be up against a list of pay to drive drivers.

Nimesh gets what he wants - Paul wins the championship
Marco gets what he wants - Ferrari wins the manufacturer's championship
Doug gets what he wants - Michael wins his 6th world championship
Simon gets squat - his man goes to the back...
