omg it's impossible to remove fuse 27, it's the most deep fuse where u have to bend like a snake to get ur head and arm in. then it's blocked with a giant wire cord.

Needle nose pliers really help, the longer the better, and of course a bright light. Just bend the large wire loom out of the way it has some flex to it.

Update: checked fuse 27,its fine. Checked relays, they r fine. Even checked fuse 5 & 19 (DRL control unit & indicator), they r fine.
I used 2 sets of diff bulbs (stock & aftermarket) and still no high beam but has DRL.
Someone please help me? I'm willing to drive to ur home with beer, thx everyone!

Problem for several months with no solution. I probably missed this but is this a US or Canadian spec car. I recall the wiring is different. Sure sounds like the DRL"module" (whatever that is) to me since the wiring to the bulb works at at low voltage.
Page 22-117 etc on my 2007 service manual has several pages of trouble shooting. Unique US/CDN pages.

I recall the last step is "replace the module." Anyway there are a dozen or more steps in the troubleshooting guides (US and Canada).
Re-soldering the PC board is tedious but I've seem notes this has solved problems in this and other applications. Worth the expense in time and a quality soldering pencil. Might need a magnifying glass as well. Hardest part is keeping track of what joints have been re-soldered. Lock the door. Keep the cats off the workbench while this is done. Patience is often rewarded.

Freakin' hate intermittent electrical problems. That's why I took mechanical engineering, don't trust electrons, can't see the little feckers.

You need a needle nose soldering iron, otherwise it will get too hot. Also, small diameter rosin solder for electronics, not plumbing solder.
If anyone else has this irritating DRL issue, let me know and I'll try to help.
