where can i find that blue tape that people put on their cars for long trips? and what is it called?

I'm pretty sure your refering the 3Ms Blue Masking tape. You can get it at your local Home Depot.

The function is the adhesive is very thin, so you wont have a problem removing it. I guess thats important to a painter.
