Buy a car with a FHSH and stick an extended Honda warranty on it if you want the comfort of cover for expensive things going pop.

Rew, mine may be up for sale soon for around your price mark, if you struggle to find a good one keep me in mind. I'm expecting 21k for an 06 and I can do you a good deal on some decent mods as well.

Give me 3 weeks, I'll test drive the new JDM CTR and if I like it I'll PM you if so, if you can't find the extra 1k you can keep looking at 05s.
