It's because in the UK an awful lot of folk couldn't care less about the maintenance of they're cars so without it there would be a lot of deathtraps on the roads, even with it you should see the state of some and the owners are oblivious

Ray is right, your average person that uses a car as an everyday tool may not realise their car is in need of repair/service. For example, if the car stops when they brake, they aren’t thinking about how much material is on the pad. An MOT as a mandatory requirement is a blessing for the unkowning.
These rules are to pick up the folk who purposely flaunt the rules. I’m not talking about your track day hero with a decat and dust bin exhaust either. There are plenty of people who purposely bodge, cover up or ignore faults which make vehicles extremely dangerous.
My old man was a government vehicle tester till he retired. On the shop floor they had a wall of shame, photographs of failed vehicles which was hilarious and scarey. Seat belts sewn together, broken springs jubilee clipped together, two toe arms welded together, seat belts zip tied to roof linings to make an extra seat etc etc etc. Bear in mind all these failures were on Taxi’s. They could be the one ferrying you or your loved ones around.

As long as your car is in healthy working condition, you'll be a-ok. Personally, I think the move to deal with EGR/Air pump type removals is a great idea.
