TrafPol wouldn't be impressed, you may get away with it with regulars though. The issue is if you hit a pedestrian, instead of travelling up your smooth shiny bonnet they will end up in a bay of whirly mechanical parts that will cut them to shreds.

If you did get pulled you'd be charged under operating a vehicle in a hazardous condition. (Same if you had sharp pokey bits sticking out of it such as a damaged bumper or bodywork, no no under construction and use)

If you had taken steps to ensure children jumping into your engine bay were not placed in unnecessary harm you'd be fine. (Plus I'm unsure on the impact to cooling?)

I have 6 large vents in the current bonnet with mesh in them so if I hit anyone now I'd probably finely grate them as they slid over it.

Gaffer tape it down thoroughly & you'd probably be all right. Just don't go fast because of the air pressure below.

Couldn't guarantee that a bully with badge wouldn't give you a hard time over something hypothetical, rather than pursuing a factual crime instead, though.

Cover it with some plastic sheeting/ card, shouldn't be an issue at all. Just make sure it's stuck down tight. I've helped some of the rally lot tape up thier cars for the drive home. A few of them without rear ends (fibreglass/ taken clean off) and driven all sorts of distances. Atleast with a bonnet you'll see if it's flapping about/ needs re-attatching and the surrounding bodywork is fine?

I've been wrestling with these kind of issues recently, mainly because I'm cutting holes in my bonnet ..
