From my own experience (and i had a lot of problems with a previous dealer) chase the service manager one more time and then go to the dealer principle. If no joy there, then go to honda uk.
Whilst speaking direct to honda is an attractive option because the dealer has pissed you off, going over the dealer's head too quickly is counterproductive in my experience (i did exactly that).

If it's something major I generally go on the basis of speaking with people and then following up by letter, to ensure I've laid down a good history trail.
I'd be most likely to write to the dealer setting out the unresolved issues, give them a reasonable dealine to clear it up before moving onto HUK.
Others may have more experience than me with dealers, but it's how I've done it in the past.
Interesting that you mention about the job card vs computer thing. My neighbour is a Nissan Service Manager and I mentioned the hood was wearing. His advice was to get the car down to the dealership and get it marked on the computer record asap that the issue is identified - I was previoulsy going to wait until the next service.
I do get the impression that the job card and computer file thing is
