Its not someone in my company, but in the same building. The building staff know who it is, but cant give me his name as its a "sensative matter".
He has my details, and was supposed to get hold of me, but has chickened out.

Just stake his car out one afternoon until he leaves, then confront him. Threaten the usual police/insurance details and chances are he'd rather just pay for the repairs.

pfff just go straight to the police. Clearly hit and run, with evidence to prove it. Twunts like this don't deserve the chance to dig themselves out of trouble by confronting them in person.

Yep Police.
They should be able to get a copy of the cctv tape if they won't let you have a copy directly.
Or block the other fella's car in with yours in the car park. Then he'll have no choice but to come and see you.

Either keep the building maintenance team involved and tell them to either give you the name or you'll go to the police.
Or, cut them out of the loop completely and leave a note on the window of his car asking him to call you within 2 days or you'll go to the police.
I like the idea about blocking him in too.
Perhaps a note on his windscreen and blocking him in would do the job.
It's possible he's waiting for you to contact him… perhaps.
