That’s the front cross member, it is welded in place and is structural. Replacements still show as being available, but as above, it is welded in place.
Are you really considering buying this car? How many miles? All the rust and dirt doesn't look any worse than the rest under there which seems typical for a UK car that's been indifferently maintained. If this area looks like this I'd question the car's overall maintenance. DBW throttle indicates it's a 2006+.
BTW that cross member is a U-beam (maybe an I-beam) with that area open where it collects mud and water which leads to rust. Needs constant attention or a cover to protect it.
Can buy covers made from S/steel,some cut them out for v8 engine conversion and add a strut brace.
But as said a rub down and paint <as i did>will sort

my ap1 had rust when I bought it on the rear quarterpanels and a not great engine bay (bc high miles and previously driven in winter) yet that brace looked (and still looks) good as new. Constant attention is a big time overstatement.

Highly unlikely to be affected by the surface rust as it's bloody thick.
Better to get underneath and check both the subframes / rear arches. It's a 20 + year old honda and won't escape rust.
Always the tell tale if it's lived near the coast - rusty VTEC solenoid and rusty cross member. Usually underneath is alot worse.
Probably looks worse than it is but does look a little unloved to be honest. Usually its hidden under the standard airbox assembly so cant really be seen, may clean up and paint ok but hard to guess at.
