I don't need to ask, you're stating the obvious that a 21YO needs to hear. This doesn't mean you 'must' insure the vehicle, or indeed everyone will. It's subject to a cost-benefit analysis of the owner of the vehicle and/or the storage. If pushed, you'd carry out your own Risk Assessment and apply measures to mitigate any inherent risks to an acceptable residual risk.

I come across in my professional activities, uninsured hazards much, much greater than a small road vehicle with a few gallons of fuel! When assets upkeep increases, so will people's creativity in avoiding the costs, and this trend continues to grow.

I'm not endorsing any underhand behaviour to the OP, but the recommendations given based on unsustainable margins of safety are no better either.

Ah, chap I mentioned apparently got caught whilst in the middle of sorn’ing the car, tax ran out and scorn paperwork sitting waiting to be posted, another I’ll do that tomorrow moment.
