Default Fender liner clips gone

So I got some new wider wheels. In the front I have 17*7.5 +45 with 225 tires in the front on stock suspension with -1.7 deg of camber. Today I noticed that the fender liners are missing the top 2 clips on both sides. Should I be worried about the wheels damaging the fenders? Also I want to replace the clips to keep the fender liner pressed against the fender, will they be ripped off again? Is there any other way to keep the liner pressed against the fender?
Here are some pics of what im talking about

Also im considering lowering it a inch with eibach springs. Will going that much lower damage the fenders? When you roll your fenders what do you do with the liner and these clips? And if I lower on eibach springs will I be able to get more camber? Like -2 to -3 deg?

You can trim the liners like they do with rolled fenders. If you trim them they will hold themselves up. My concern would be how close you are already coming to the fender with tires ripping clips off prior to the drop.

This is the clearance im getting on stock suspension. I dident expect to have those ripped off since I have a decent amount of wheel gap on stock suspension.

This is simple solution, take the fender liners out, and roll your fenders,

Do I risk damaging the fenders themselves? Im thinking rolling the fenders and having like -2 to -3 deg camber, will this prevent damage?
