Default Minus Sizing?

I have an '04 and I am going to get new snow tires and dedicated winter wheels. Pretty much settled on the LM 22's with 17" wheels. However, I just read the section on the Tire Rack web site about minus sizing. If I went with a 16" wheel, it would be much less expensive (and provide better traction?).

What is your opinion on this? I live in NYC and rarely drive on an unplowed street. I guess I'm leaning toward the larger wheel for appearances - 17" is what I'm used to looking at, but the lower cost and better traction of the smaller tire is making me indecisive.

It really is a good way to go. The wheels and tires are better protected from damage, they will work better in the snow and they cost less.
