Does anyone know if the extra holes drilled in the re30's act as recessed area for running spacers?

Here's one of my rears, and i don't think those extra holes were for anything other than weight since those areas are not flat like the lug areas.

^Yea those holes im talking about I noticed that the studs could fit through em and thought that they could act as a recessed area for spacers. Just wanted know for sure if thats safe or not.
