Regamaster Evo fitment
I know nothing of offsets and this "hella flush" movement that I'm seeing these days.
How crazy of an offset is 17x9 (all around) +38 offset? Not sure if the design of the wheel is important, but I'm sure you all know the Regamaster Evo/Spoon/Desmond 5 spoke design.
What exactly would I need to do to make this fit? I'm lowered on Espelir springs only, so I have slightly less than a finger gap all around right now.
Would I need to roll fenders/relocate tabs/lower more (coilovers)?

You would need to do all of the things you list. You would also need to stay with the narrower tires. For the most clearance a 225/45R17 stretched would work best.
