225 on 17x9 +40
I currently have a set of square 17x9 +40 wrapped with 255's that I'm trying to sell, but not a lot of interested buyers, so I might just work with what I got. I know this is not the ideal specs for our cars. I'm lowered 1.25 with swift springs. If I swap out the front tires to 225, would I be able to make it work with just rolled fenders (no pull) and around -2.5 camber?

I think it would work. I ran 9" +45 front with a 225/45, no issues.
Have you looked into something like the Origin Fab offset bushings? That is supposed to result in 7mm inset which should allow you to run at least a 245/40 front. Another bonus is it would help get rid of that "front sticks out more than the rear" appearance typical of a non-staggered wheel setup. Haven't tried them myself, but will be installing them soon on 9.5" +50 square setup.

I have a set of Hardrace offset lower ball joints to give additional camber adjustments. Would the offset bushing bushing be better choice than the ball joints?

The lower ball joints push the bottom of the wheel out to gain camber, while offset upper A-arm bushing or an adjustable upper balljoint (like SPC) pulls the top of the wheel in to gain camber. This will increase your clearance up front compared to a lower joint.

When using SPC offset ball joints, dies it affect ride height? I read on Robinettes install write up that it has somewhat an RCA correction. If it does, this wouldn't be good for me because I don't have adjustable suspension to compensate the correction. I'm currently running the Hardrace lower joints without that RCA spacers installed.
